it's copy past from old shader so don't read comments they are wrong, it's just for exemples, you can also play with param.

IMO the easiest and dumbest way would be to copy your scene 3 times and tint each copy to red, green and blue (maybe add a little Blur or SBlur (square blur)). Then, mix them back together with layer2d offset using this technique: viewtopic.php?f=42&p=7694&sid=e4ecd2aa9cdd04b122cb2a082c0ade37#p7694. You can also use Bloom to combine blurring and tinting.
